Summary Description of CAA
Fiscal Office The CAA
Fiscal Department, known as the Fiscal Office, is responsible for
providing support services to all facets of the financial operations
of the CAA. These include but are not limited to cost accounting,
budget monitoring and reporting, payroll, financial accounting,
audits and budget management technical assistance. The CAA Fiscal
Office routinely provides information that accurately reflects the
financial position of the Board as a whole as well as details of its
various programs individually. As CAA program funding sources and
requirements are multiple and diverse the Fiscal Office is central
to the financial health and cost effectiveness of the agency.

The CAA Fiscal Office provides key
administrative support functions for the agency’s operating
divisions and when applicable, community partners. CAA Fiscal
Office activity centers include, but are not limited to:
- Payroll
- Accounts Receivable
- Accounts Payable
- Purchase Orders and Purchase Accounts
- Coordination of Facilities and Contract
Schedules
- Fiscal Documentation
- Quality Assurance and Audits
- Program Management Budget Research, Review
and Analysis Support
- Continuous Quality Improvement of the CAA

Services
CAA Fiscal Services are available
Monday through Friday, 8:00 am to 5:00 pm. Typical fiscal support
activities provided CAA Programs include, but are not limited to:
- Budget preparation and analysis
- Grant / contract fiscal reporting
- Federal and State tax reporting
- Payroll system management and coordination
- Accounts payable system management and
coordination
- Accounts receivable system management and
coordination
- Internal management reports
- Annual audit coordination
- Staff information and data support, and
response
- Cost accounting services
- Insurance-Risk analysis
- Lease tracking
The CAA Fiscal Services Office
routinely interacts with a variety of others both inside and outside
of the Board that includes but is not limited to:
- Board or program Directors regarding all
budget preparations, approvals and amendments
- Board or program Directors for provision
of clear and current internal management fiscal data and
information to enable CAA decision makers to effectively manage
program fiscal aspects
- Representatives from federal, state, &
local funding sources for clarification of any budget questions
and reporting on all grants.
- IRS and Franchise Tax Board on tax issues
(even non-profit corporations have issues)
- Over 1400 vendors of goods and services
necessary to operate the multiple CAA programs
- Outside auditors in coordinating the
Single Federal Audit compliance and coordinating audits for
those programs that require separate audits
- Program managers and vendors in cost
analysis of program operations
- Insurers and brokers in management of
Board's health, liability, auto, and worker’s compensation
insurance
- Landlords and building mangers in
maintenance and tracking of leases for all the Board’s
facilities.
