Summary Description of CAA Human Resources Department

CAA Human Resources provides agency-wide program support through the recruitment and screening of applicants for positions within the Agency. The Department keeps up to date on laws regulating the workplace, workers and management, advising programs of any changes or issues. Employees are provided information in regards to work, benefits, leaves and similar issues. An employee database is maintained to assure employee evaluations and timeliness of annual salary increases when merited. The CAA Human Resources Director is a part of the negotiating team for employee bargaining agreements. The Department oversees updates and revisions of the Agency’s Human Resources Policies, health & safety manual and agency job descriptions.

CAA Programs Support Human Resources Department

CAA Human Resources is a monitor of, and conduit for, employee-employer relations. The Department maintains current personnel data, information and resources needed to provide timely and accurate personnel support to programs and employees. The Department monitors changes, trends and opportunities to be innovative in benefits, shared information and mutual communication throughout the Agency’s workforce. CAA program staff positions in almost all programs consist of a variety of workers, from semi-skilled to professionals. The majority of the CAA positions require a minimum of a high-school education or G.E.D.; approximately 20% of the CAA workforce requires a minimum of an Associate Arts degree. Positions within the Agency vary from Custodial, Cooks (and Assistants), Delivery Drivers, Preschool Teachers, Nutrition Educators (including Registered Dietitians), Clerical (consisting of clerk, secretarial and accounting staff), Mid-management and Management.

CAA Human Resources Services

Human Resources services are available for information to the Board's departments, general public and employees from 8:00 a.m. to 5:00 p.m., Mondays through Fridays. Interaction is primarily by telephone, walk-in, U.S. mail and scheduled appointment. Although e-mail is in effect, the public is not significantly utilizing it in 2002. A listing on the Agency web site has been created. Services include, but are not limited to:

  • Staff recruitment, selection and hiring logistical support for CAA program hires. (i.e. update job descriptions, advertise, process applications, coordinate interviews, reference checks, and new employee orientations.)
  • Maintenance of employee personnel records and database for scheduled Human Resources actions (i.e. evaluations, salary increases, certification renewal, etc.).
  • Provide CAA Employees information about their job and benefit status upon request.
  • Oversees implementation and compliance with Human Resources Policies and Procedures
  • Participates in, monitors and is liaison support for employee bargaining agreements
  • Provides Agency management updates and trends in employer regulations and trends in wage and benefits costs for the labor market.
  • Oversee Continuous Quality Improvement system for CAA HR Department

Classification and Compensation

  • Develop specifications that set forth duties and responsibilities, knowledge, skills and abilities for each classification
  • Determine level of compensation and make compensation recommendations
  • Conduct classification compensation reviews

Any Agency employee who experiences a problem with their health plan should take the following actions within thirty (30) days of the date of the problem:

  • Call the plan's customer service department. Explain the problem. Be sure you have the needed information available such as, Social Security number, date of service and provider's name.
  • If requested, mail a copy of all paperwork to the plan with a written explanation of the problem. Note plans may take up to thirty (30) days or more, to respond.
